Navigation:  Exchange Server Toolbox > Configuration > Spam filter options

Here you can adjust the settings for spam filtering.

 

The spam filter is integrated into the rules engine as a condition.

Checking the box to use the spam filter will automatically create a default "Spam" rule in the rules engine.

You may change the threshold for spam or the action on spam detection either here or directly in the appropriate rule.
